OUSD’s partners—BlackRock and Western Union—are not crypto-naive; they understand this. But the revenue sharing is a promise, and in crypto, promises are only as strong as the code that enforces them. Now for the contrarian take: the real threat to Circle isn’t OUSD’s zero fees—it’s the potential for OUSD to renegotiate the relationship between stablecoin issuers and their downstream distributors. If Coinbase, the largest USDC distribution channel, ever decides to support OUSD, Circle loses its nerve center. But here’s the blind spot: OUSD’s revenue sharing may itself be a regulatory landmine. If the SEC views that interest-sharing as an “investment contract” under the Howey test, OUSD could be classified as a security, raising compliance costs. Circle’s existing regulatory moat—its NYDFS license and years of audits—is not easily replicated. The market’s panic ignored this possibility. Every bug is a lesson in decentralization, and Circle’s stock drop is a bug in market rationality. The index removal added mechanical pressure that had nothing to do with fundamentals. I’ve seen this before: during the bear market, I audited a yield aggregator that lost 200k to a reentrancy attack—the panic was real, but the fix was simpler than anyone thought. Similarly, Circle can respond by adjusting its fee structure or launching its own revenue-sharing product. The network effects of USDC’s 50+ supported chains and deep liquidity are not trivial.
